Chhattisgarh High Court Orders Comprehensive Probe After Security Guard Injects Patient at District Hospital

The Chhattisgarh High Court has taken suo motu cognizance of a deeply disturbing incident in which a female security guard was observed administering an injection to a patient—an act customarily reserved for trained medical personnel—at a district hospital in Gariyabad. A division bench, led by Chief Justice Ramesh Sinha and Justice Bibhu Datta Guru, expressed grave concern over the breach of medical ethics and the safety implications for patients.

This alarming scene came to light after a former municipal councillor recorded and circulated an image of the guard delivering the injection in place of a qualified nurse. The photograph quickly went viral, prompting immediate backlash and questions about the hospital’s internal protocols. In response to the fallout, the district collector reportedly issued show-cause notices to both the Chief Medical and Health Officer and the Civil Surgeon, warning of disciplinary action.

The High Court held that the incident signified not just a procedural lapse but a systemic failure in upholding patient safety, institutional accountability, and basic standards of healthcare. The bench described the episode as a betrayal of public trust in government medical establishments, flagging it as a clear violation of professional and ethical norms.

In response to the incident, the High Court summoned the state’s Health Secretary and directed that a comprehensive affidavit be filed detailing the precise steps taken in response to the crisis. The court specified that this affidavit must address disciplinary actions, procedural reforms, supervisory protocols, and training mechanisms instituted to prevent recurrence.

The court emphasized that medical treatment must be overseen by trained professionals and that entirely avoiding such instances in future is essential to protecting public health and trust. It underlined the need for a deeper review of institutional structures that allowed such a breach of basic patient care.

The High Court took a strong stance: signs of administrative neglect and supervision failure in a public healthcare facility cannot be tolerated. By initiating judicial review through suo motu proceedings, the court demonstrated its commitment to active oversight and safeguarding healthcare ethics.

At the core of this response is a push for systemic reform—not merely punishing individuals but ensuring institutional protocols are strengthened. It calls for clear lines of accountability within hospital systems, reinforces the sanctity of medical protocols, and sends a message that patient safety cannot be compromised under any circumstance.

This order marks a meaningful judicial intervention aimed at upholding ethical standards in healthcare delivery, reinforcing professional boundaries, and ensuring that basic infrastructure and governance mechanisms are robust enough to prevent such incidents from occurring again.
