Allahabad High Court Inquires About UP Government's Protocol for Using 'Honourable' Title for State Officials

The Allahabad High Court has requested the Uttar Pradesh Government to inform the Court whether there exists any official protocol allowing state officials to use the prefix "Honourable" with their designations or names. This directive was issued by a bench of Justice JJ Munir, who has sought an affidavit from the Principal Secretary of the Department of Revenue, UP, Lucknow.

This request came while the Court was hearing a writ petition filed by Krishna Gopal Rathore. During the proceedings, the Court took note of an official letter in which the Collector of Etawah had referred to the Divisional Commissioner of Kanpur as "Honourable Commissioner."

The Court further observed that the prefix "Honourable" is frequently used in official government correspondence alongside the names of various state officials. However, it remains unclear if a formal protocol exists that governs the use of this title for such officials.

Additionally, the Court highlighted that while it is customary to prefix the term "Honourable" for Ministers and other sovereign functionaries, it is uncertain whether the same practice is appropriate for Secretaries and other officials in the State Government.

The Court has scheduled the next hearing on October 1, requesting the affidavit from the Principal Secretary of the Department of Revenue.

The case is titled Krishna Gopal Rathore vs. State of U.P. and others.
