The PIL invoked Section 45(1) of the Rights of Persons with Disabilities Act, 2016, and Rule 15(a) of the Rights of Persons with Disabilities Rules, 2017, both of which mandate the provision of accessible infrastructure in public spaces.
The division bench, comprising Chief Justice D. Krishnakumar and Justice Golmei Gaiphulshillu Kabui, acknowledged the urgency of the matter. They emphasized the necessity for immediate action to ensure that public buildings are equipped with ramps and toilets that cater to the needs of people with disabilities and the elderly.
