The Court observed that the paper entitlement of the widow had remained unfulfilled for 51 years and directed the State Government to seek instructions without delay and take all essential steps to ensure that the widow’s claim is settled at the earliest. Recognizing the urgency and seriousness of the case, the High Court asked the relevant authorities to expedite action. To monitor compliance, the Court directed that a report be filed by December 8, 2025, and listed the matter for a hearing on that date.
The Court’s remarks highlighted the moral and social dimensions of such administrative inertia — in effect, suggesting that this prolonged neglect and delay reflect systemic failures affecting vulnerable dependents of servicemen. The petition underscores that the widow’s entitlement was recognized long ago, yet bureaucratic inaction and inertia denied her what was due.
