The Kerala High Court has issued a directive to the Chief Police Coordinator at Sabarimala to furnish a detailed report of all police officers presently holding key positions at locations such as Sannidhanam and Pamba, including the duration of their postings. The order was passed while the court was considering a report by the Special Commissioner for Sabarimala about the change in the Police Controller at Sannidhanam for the 2025-26 Mandala-Makaravilakku season.
The court noted that the previous Police Controller at Sannidhanam had served in that role for over two decades. The bench observed: “We are of the view that the continued posting of the same officer in such a position of responsibility for such a prolonged duration can result in institutional entrenchment, adversely affecting transparency, efficiency, and the impartial administration of the affairs.”
Accordingly, the Court directed that the list of officers should include names of those who have been consecutively posted at Sabarimala for more than two years, along with their current assignments. In addition, the report must include service particulars of the newly appointed Police Controller—such as his performance record, integrity, conduct, and whether any adverse remarks, demerits or disciplinary proceedings exist against him.
The matter has been listed for further hearing on November 14.
This decision underscores the court’s concern with institutional inertia and the importance of periodic rotation of key personnel in highly sensitive pilgrimage areas. It also reflects the judiciary’s interest in maintaining accountability and oversight over administrative arrangements in religious and public-order contexts.
