The Central Government has notified the appointment of Justice Sanjeev Kumar as the Acting Chief Justice of the Jammu & Kashmir and Ladakh High Court following the elevation of Justice Arun Palli to the Supreme Court of India. The appointment was made under Article 223 of the Constitution, which provides for the appointment of an Acting Chief Justice when the office of the Chief Justice becomes vacant or when the Chief Justice is unable to perform the duties of the office.
According to the notification issued by the Department of Justice, Ministry of Law and Justice, the President appointed Justice Sanjeev Kumar, a sitting Judge of the High Court, to perform the duties of the office of the Chief Justice after Justice Arun Palli’s elevation to the Supreme Court.
Justice Sanjeev Kumar is among the senior-most judges of the Jammu & Kashmir and Ladakh High Court. Over the course of his judicial career, he has dealt with a broad range of cases involving constitutional law, civil disputes, criminal matters, service law, taxation and administrative issues. He has also been associated with various administrative functions of the High Court and has participated in Division Benches hearing matters of considerable public significance.
The appointment followed the elevation of Justice Arun Palli to the Supreme Court. A Full Court Reference was scheduled by the High Court to bid farewell to Justice Palli and mark his transition to the apex court. The ceremonial proceedings were held at the Srinagar Wing of the High Court and attended by members of the judiciary and the legal fraternity.
Justice Sanjeev Kumar obtained his law degree from the University of Jammu and enrolled as an advocate in 1989. During his years of practice, he regularly appeared before the High Court and handled matters relating to constitutional, civil, taxation and service laws. Before his elevation to the Bench, he also served as Senior Additional Advocate General for the erstwhile State of Jammu and Kashmir.
He was appointed as a permanent Judge of the High Court in 2017. Since then, he has been involved in the adjudication of numerous important matters concerning constitutional rights, public administration, preventive detention, land disputes and service-related issues. His judicial work has covered a wide range of legal subjects affecting both governmental authorities and private citizens.
With this appointment, Justice Sanjeev Kumar will discharge the functions and responsibilities of the Acting Chief Justice of the Jammu & Kashmir and Ladakh High Court until a regular Chief Justice is appointed. The appointment ensures continuity in the administration and functioning of the High Court following the elevation of its former Chief Justice to the Supreme Court.
